The vulnerable spots are tiny and some of them have to be hit by multiple lasbolts before they yield, but that is guard for you. I don't know how canon this is over the fluff as a whole (I so far only read the Ciaphas Cain novels) but from what I have taken away powerarmor is - while incredibly resistant - not immun to lasgun fire.
